Eurogroup's aim is ultimately to see the replacement
of animal testing with alternative methods which
do not require the use of animals. In the meantime,
all efforts should be taken to ensure that less
animals are used and that their suffering is limited.
This approach known as the 3R concept (Replacement,
Reduction, Refinement) has become a well established
principle in the EU. It has been integrated in
various EU policies relating to the use of animals
in research, such as the general animal experimentation
Directive, the safety testing requirements of
cosmetics and of chemicals.
The principles of the 3Rs, developed in 1959 Professors
William Russell and Rex Burch, are now widely
accepted internationally:
